Suite is very limited when it comes to this type of thing. You can draw CAD objects -- a Box or Polyline and dimension to them.
-
I don't understand what you are trying to do. What do you want to locate? Locate how? What is causing you to "continually check the dimension".
-
This is a room without a roof or ceiling, but the ceiling height raised. I drew in a ceiling plane that I removed the ceiling surface from, so that only the framing shows. This might form the basis of your pergola. With Pro, you can edit, move etc these framing members. With Pro I believe you can select a wall and grab the top or bottom handle and drag the top or bottom up or down. I don't recommend this as it can have unwanted side effects.
-
If you raise the ceiling height the walls will go up.
-
I don't understand. That wall would extend above the ceiling. What are you trying to accomplish? Why do you want that wall so high?

You have found the Home Designer forum. To discuss Chief, go to ChiefTalk: https://chieftalk.chiefarchitect.com/ Sales at Chief can give you a good answer, and a search of ChiefTalk will give you more info. I'd start with Interiors and then upgrade to Premier if you find it lacking. See a comparison here: https://www.chiefarchitect.com/products/compare.html

It would be helpful to have your plan file, or at least some images of the area in question. Saves guessing and back and fourth questioning.
-
No. Just install the new version entering the key when requested. You will have both versions active on your system unless you uninstall 2019.
-
That's the problem. You can change the wall material -- have you considered that? Say exactly what you want to accomplish and someone will be better able to help.
-
If it's just one wall, delete the wall and redraw.

You cannot remove backs in Home Designer. Do you have the partition, shelf, custom countertop, slab and soffit tools? You might be able to assemble something from parts. If you show a picture of what you want to model, we could be more helpful. There is also SketchUp, but Pro 10 is probably too old.

Home Designer lacks a story pole tool like is found in Chief Premier. You can try the manual dimension tool or end to end dimension tool.

Why do you have a 2nd floor over the RV garage if you do not want it?
-
Make the stairwell 2 floors tall, no open below room on the 2nd floor.
-
The Board and Batten and the Whitewashed Wood are both textures and cannot be combined in any of the Home Designer/Chief Architect products. You would need to create your own texture to achieve this look.

You can control foundation wall heights from within the foundation room, or from the room above (auto rebuild off). You can also use pony walls for foundation walls where they step down with grade and you want siding above and concrete below.
-
Steps down from/to what? You do not have auto rebuild foundations on. When I build the foundation I see the 2 structures on the left. The one on the far right is a copy of the one on the left, moved down 12" and the Foundation setting removed from the walls.

Upgrade to Chief.

With Temporary Dimensions turned on, select the window. You should see dimensions between the window and wall, and window and door. Use one of them to move the window.
-
Try taking a section through the stair and marking where and what shape you want the wall to give us a better understanding. You will need to draw in any walls, and you may consider using a room with a raised or lowered floor for the landing.

I skimmed your post quickly and probably gave you some wrong info. Railings may be turned on or off in the Stair dialog, or they will automatically see a wall next to them and change to wall mounted handrail. Landings work much the same. If you click on an edge then look in the Edit Toolbar, you will see a tool that removes the railing on that edge. If you use the Auto Stairwell tool, it generates railing walls that may be selected as I suggested above.
