There are multiple ways, but this is probably the easiest.

And that's probably your problem. This is from Chief Premier, so it might look a bit different, but try setting your display options like this.

No. The program normally does it automatically. For many questions, it's helpful to attach the plan file, or one that demonstrates the problem. Close the program before attaching, 14MB file size limit, so zip and/or remove unneeded things (cars, furniture, plants etc) that do not relate to the problem. Usually all that's needed is the plan file, not a Full Backup, unless the question is about materials.

You are trying to rotate 90 degrees like this, plus a bit more so it's laying flat on the roof? I don't think you can. What are you trying to accomplish? Give us the problem instead of your proposed solution.

Think about what the program needs to know to create a ceiling joist when you use the Joist tool. What happens if you build a room using default settings, then draw a ceiling joist over this room, or auto build ceiling framing. Does this work? What's different about this room when compared to your deck room?

Why not just draw a ceiling joist?

That looks like an elevation rather than plan view, and I'm guessing it shows the stairs unwound around the corner. You won't get that from this software or Chief. The stair tools, and in general, much of the program, are not designed to generate construction drawings (although they may be done manually). As an example, the riser on a stair is only as face -- it has no thickness. As for your question about stringers, what you show is fairly simple to do, at least in Chief.

That's stringers, not stingers There are 3 titles in the Home Designer line, Suite, Architectural and Pro. It's important to say which one you are using as the more expensive ones do more.

I'd draw the railing without newels, then place newels manually. Change the railing wall to be as thin as possible so the railing is closer to the edge.

Try this in a new plan. Build your first floor, then add a 1 1/2" tall 2nd floor. You will need to adjust the 2nd floor, floor structure. Build a roof.

Open the Build Foundation dialog and take a look.

I don't think I disagree with anything above. The problem is that deck framing is not included in defaults, and there are no tools to draw a Deck Joist, for example. If you are drawing a deck manually, then you are using the standard framing tools. Here is my suggestion. Auto build a deck. Select each member you want to use and add fill. You only need one of each. Delete the unfilled items. Now you have a virtual pile of lumber to use as you build your deck. Add this tool to your toolbars. when you need a joist, click your filled joist, click this tool to copy and paste in place, then drag or point-to-point into place. Learn about Transform/Replicate to distribute joist instead of placing individuals.

You could build your foundation (basement) then use Edit>Edit Area to Cut what's on floor 1, and Paste/Hold Position onto level 0.

There is no specific framing for decks -- no Deck Joist, no Deck Beam etc. When manually framing, you are using Joist and Beams, which may have a default fill. Tell us about the process you are using and we can probably be more helpful.

It does not really matter what floor your basement is drawn on. The standard is to start by drawing the first floor walls, then automatically build the foundation, but people place the basement on floor 1 all the time. Are you drawing an entire house, or just the basement level.

The simple solution is to either lock the roof plane layer, or turn their display off.
