Take another look at your dimension defaults. There are various types of dimensions, so saying which one you are asking about is helpful.

Thanks for the update. Typical response from support. They confirm there is a difference, which we already knew, but no reason for why, or no confirmation that's it is a problem.

Look under the View menu. Architects generally create plans from your ideas and needs. You would not take a plan you designed to an architect, rather you would choose a draftsman. In any case, many will want to redraw so they take responsibility for the outcome as it will be associated with them and not you. There are architects and draftsman that use Chief Architect, and you can find someone to work on your project by posting on ChiefTalk in the Seeking Services section. If your plan requires engineering, it probably needs to be in dxf or dwg (AutoCad) format.

Textures, like the block you are asking about are simply image files that are tiled over an object. The image may be stretched or compressed in the X and Y direction to change its appearance.

If you view this as a problem, I'd report to Chief. I opened an older plan in 2021 and built a foundation and the footing was centered. Created a new plan and the footing was offset.

I did a quick test and things work as expected. Suggest you try with a different image -- one that you have not changed.

What you submit depends on what is required. There are sample plans you can download from the Chief site that will give you some ideas, and whoever you are submitting to should also have some info. There are videos about Layout, but none that I know of that go over what is needed for a complete set of construction documents as the requirements form place to place are different.

That works the same. Select in the library, click on cabinet to place it.

This is the only way that I know of to do what you want. The more conventional way of doing this is using CAD to draw in plan, and a material in 3D.
