You probably don't need the 2nd floor. I did not use one and you can see I had no gaps.

Select the Layout Box, Open Object, suppress the label.
-
Take another look at your dimension defaults.
There are various types of dimensions, so saying which one you are asking about is helpful.

Here is a video on creating a custom template.
I'd just copy the default template from the 2020 folder and use it to create a new one.

but when I am in camera view
As there are multiple camera types, it's helpful to say which one you are using.
Search Help for "show lower" with the quotes.

never been able to get the concept of how a house goes up in 3D
What don't you understand?
Once you have a plan, the 3D part is one click away.
For help, see the Chief YouTube channel linked above. Look for the hour long Home Designer webinars which go over the process start to finish.

Thanks for the update.
Typical response from support. They confirm there is a difference, which we already knew, but no reason for why, or no confirmation that's it is a problem.

Look under the View menu.

I hate to put a lot of effort into a design only to find out that an architect would have to spend resources redoing the entire project.
Architects generally create plans from your ideas and needs. You would not take a plan you designed to an architect, rather you would choose a draftsman.
In any case, many will want to redraw so they take responsibility for the outcome as it will be associated with them and not you.
There are architects and draftsman that use Chief Architect, and you can find someone to work on your project by posting on ChiefTalk in the Seeking Services section.
If your plan requires engineering, it probably needs to be in dxf or dwg (AutoCad) format.

If you view this as a problem, I'd report to Chief.
I opened an older plan in 2021 and built a foundation and the footing was centered.
Created a new plan and the footing was offset.

I did a quick test and things work as expected.
Suggest you try with a different image -- one that you have not changed.

Change the material. Read about materials in Help.

I just want to see an empty basement with concrete walls and floor and the joists from the floor above.
Give it a Room Type of Unfinished.
Suite doesn't do framing, so you won't see joists.

Make your shelf sized to fit, material correct, bump it against the wall, center on niche.
Transform/Replicate to move it into the niche.

Is there a way to classify the stools/the items I want to show under a different/new layer set so I can toggle on/off accordingly?
No

Try a cross section through the space to see what's happening.
Uncheck Flat Ceiling Over This Room.
Turn on Auto Rebuild Terrain.

What you submit depends on what is required. There are sample plans you can download from the Chief site that will give you some ideas, and whoever you are submitting to should also have some info.
There are videos about Layout, but none that I know of that go over what is needed for a complete set of construction documents as the requirements form place to place are different.

That works the same. Select in the library, click on cabinet to place it.

Help designing a 20x40 office/house

It's really helpful to have a screen capture to look at so we see what you see.
Are you in plan view or a camera view? Inside the house or outside?
Do you have a drawing or sketch of the house you want to model?
