Add new lower deck level - Upper deck railing jumps down...

Each time I try to add new lower deck levels, it messes up my upper deck railing.  Please see below.  Perhaps I'm working out of sequence or am not understanding my settings?

 

Any help will be appreciated.  Thanks.

If you want/need separate decks they each must have their own walls, they cannot share railing walls.

I'm trying to visualize how to do this. 

 

With my upper deck drawn, and the elevation of my lower deck high enough to require railings, seems like I need to draw all four sides of the lower deck independent of the upper deck, not just connect it at two points like I would if drawing a deck without railings.

 

Does this sound correct?

 

I've checked out a lot of tutorials to try on my own to figure this out but have struck out.

Try only using 2 walls to define the lower deck.
