How to copy an entire elevation drawing to another page

I have two elevation drawings (east and west) that I want to combine onto one 11x17 sheet vertically. How do I move two individual elevation drawings (8x11) onto one larger 11x17 sheet?

I would also need to rotate the two drawings so they are one on top of the other.

Look at Drawing Sheet Setup.

 

Use a new Layout with your new format. Send your 2 elevations to the same page and position as you like.
