Layout print too small for size selected

I have created a layout at 36x48 and when I go to print preview or save as a PDF, the image does not fit the page (see attached). I had originally set the layout to 24x36 and then realized I needed to make it bigger, so I changed the layout to 36x48 with drawing scale of 1"=1" and I changed the plans to 36x48 and 1/4"=1' before sending them to the layout following the online instructions.  Is there something I'm doing wrong or do I have to start from the beginning to change the size?

Answers often depend on which title (Suite, Pro etc) and version (2018, 2019 etc) you are using.

You can help everyone by adding that info to your signature (see below for how to turn them on) by clicking on your user name at the top right of the page, click Account Settings, then Signature on the left.

Doing so makes it always available, and keeps others from having to hunt for it.

And, turn on signature display too.

You do need to upsize your layout (border, title block etc). The program does not expand or contract it automatically.

Create a new layout naming it so you know what it is, then open it before you send to it.
