Best approach for Shome Project (Shed/home combo)

Planning 60' x 120' shed with 18' side walls, and finishing one end with 2 floors of finished space.

 

Do I start with the shell of the full building first, adding all windows and doors, and then do the living space detail?

With this approach, Floor 1 will be 18'.   How do I approach making the end with the 1st floor with 9' ceilings, and the 2nd floor?

 

Also, the entire ceiling of the shed has a 1/12 pitch.  On the 2nd floor, intend all the walls to go up to meet the ceiling.  Assume adding the scissors ceiling early when doing the shell is the best?  Is that correct?
