Why are there ID numbers on the Materials List if they don't label anything on the plan? What is their function?

How do I group together lines and text on a site plan? I'm used to using Illustrator, where I can select objects and group them together so that I can move them all together - this especially comes in handy when I have a house plan on top of a site plan - maybe there is a layering feature I don't know about? Sorry, I'm new at this and can't figure it out.
