Help with settings when sending layout to smaller print size

Hello, I'm a student learning this software to help me complete a design course. I'm struggling to send a drawing to a layout page size ANSI-A

 

I have no issues creating layouts in ARCH-C for print, but when I adjust the paper size, the drawing and template are larger than the paper, which I can adjust by selecting and dragging, but when I try to adjust the drawing window, the line weights end up a disaster. I have tried manually selecting each title block item and dragging them to match the corners, but that is very tedious and makes me worry that the scale will end up off. Is there a short cut to select all the items and think them to fit the page, while keeping the drawing to scale? My task is to submit my final drawing at a scale of 1/4":1' on an 8.5" x 11" sheet.

 

Is there a video with instructions for this?
