Son on the paper size, if printed to the target paper size will then display scalable content but not otherwise. Home Designer Pro, in plan view displays a virtual scale of 1' = 1'. That is why when you print it, so it fits on a piece of paper, you print it to a scale that fits on the target paper size. That is what scaling is for.
