Actually "yes" you can but it is a lot of exacting work. What you do is to make a relationally correct terrain plane of the existing terrain. Do a "Save as" copy of that and then edit the terrain plane to where you need it.

You can open the dialog of the terrain plane and on it's "Poly Line" tab will be a reading of the cubic volume which you can compare, subtracting the volume of one from the other to get a figure of difference of volume change.

I am not sure you can do what DJP suggested in Pro or CA , he may need to elaborate.......

 

In CA it is possible once you convert the Terrain to a solid , but a terrain perimeter is really just polyline ( without thickness) even though you can alter it for 3D views.

 

In Pro which I think you have?, within each plan see if this works...convert TP to plain polyline , then convert to Slab  and check the volumes. Note as a Slab everything will look like Concrete not grass unless you change the material for the Slab.
